School Funding for Public Education

End property tax to fund public schools in favor of a progressive state income tax

             School funding is currently provided for by property taxes making it regressive as a system and discriminatory for children in poorly funded districts.  This regressive tax places a burden on homes that continue to grow in value with a property tax rising with each new budget set to the unrealized value.  Reliance on property tax creates classes of children separated by the boundaries of their respective municipalities due to the going price for property.

             The need is to shift the burden from property tax to a progressive income tax specifically designated for as set aside from the general revenues to pay for our state’s public schools.  This improved system to gain revenue will in turn treat each student equally when returned to the local communities.  No longer will children need to learn according to the local tax base’s ability to generate revenue from unequal values in property.

             Progressive income tax revenues give relief to property owners while aiding in new generations of students sharing in learning through an equal level of funding.  As Assemblymen and Senator the responsibility to propose a progressive state income tax designated for school use only and not leaving such action for a convention enabling greater money and power to flow to political parties instead of students would be our duty.


            Another concern for school districts is full implementation of anti-harassment and bullying policies.  Since legislation has been passed the public schools as a whole are not in compliance.
